Xinhua News Agency or New China News Agency is the official state-run press agency of the People's Republic of China. Xinhua is the greatest and most influential media organization in China, just as the biggest news office in the world regarding reporters worldwide. Xinhua is a service level foundation subordinate to the State Council and is the most highest ranking state media organ in the country alongside the People's Daily. Its leader is a member from the Central Committee of the Chinese Communist Party. 

Xinhua operates more than 170 foreign bureaux worldwide and maintains 31 bureaux in China—one for every region, autonomous region and directly administered municipality, in addition to a military authority. Xinhua is a major channel for the distribution of information identified with the Chinese Communist Party (CCP) and Chinese central government and its base camp in Beijing are deliberately located close to the central government's headquarters at Zhongnanhai. 

Xinhua is a publisher just as a news agency—it owns more than 20 papers and twelve magazines and it publishes in several languages, besides Chinese, including English, French, German, Spanish, Portuguese, Russian, Arabic, Japanese and Korean. Scholars have noticed that Xinhua tailors its pro-CCP message to the nuances of each audience. 

The agency was described by media scholars as the "eyes and tongue" of the Party, observing what is important for the general masses and passing on the information. A previous Xinhua chief, Zheng Tao, noticed that the agency was a bridge between the Party, the government and individuals, communicating both the demands of individuals and the policies of the Party. People's Daily, for instance, uses Xinhua material for about a quarter of its stories.
